New Era in Youth Football: Phasing Out Heading for Safety

Ensuring a safer and smarter game for our youngest players at AFC Corsham

The Football Association (FA) has announced a significant change following two successful seasons of the International Football Association Board (IFAB) trial in English football. This new rule will phase out deliberate heading in matches for all affiliated grassroots youth football from U7 to U11 levels over the next three seasons. The decision aims to align match play with current heading guidance for training, which was introduced in 2020.

Background and Implementation Timeline

In 2022, the FA became the first national association to adopt the IFAB trial to eliminate deliberate heading in grassroots football for U12 and below. This was part of a broader initiative to enhance player safety and reduce potential risks associated with heading the ball. Following extensive consultations and research, the FA has outlined the phased implementation of the new rule:

- 2024-25 Season: The rule will apply to U7-U9 levels.
- 2025-26 Season: The rule will extend to U10 level.
- 2026-27 Season: The rule will encompass U11 level.

This gradual introduction is designed to support young players as they transition through different age groups, ultimately reintroducing heading at the U12 level when players typically move from primary to secondary school.

Rationale Behind the Rule

The FA's decision is based on several key factors:

1. Player Safety: Reducing the risk of injuries related to heading the ball, including head-to-head, elbow-to-head, and head-to-ground contact.
2. Consistency with Training Guidance: Aligning match regulations with the 2020 heading guidance for training to ensure a unified approach across all aspects of youth football.
3. Research and Consultation: Ongoing dialogue with coaches, players, and other stakeholders to continuously improve the safety and experience of youth football.

New Match Regulations

Starting from the 2024-25 season for U7-U9 teams, the following rules will be implemented:

- Deliberate Header Restart:
- Deliberately heading the ball is an offence punishable by an indirect free kick.
- The free kick is taken from the point of the header, except within the penalty area where the kick is taken from the nearest sideline.

- Touchline Restart:
- A pass-in/dribble-in will replace the throw-in when the ball crosses the touchline.
- The kicker may touch the ball again before another player.
- Opponents must stand at least five yards away from the point of the restart.

- Sanctions:
- No disciplinary actions for a deliberate header unless it is deemed persistent, which could result in a caution.

Support and Guidance

The FA will collaborate with the County FA network, leagues, clubs, coaches, referees, and schools to ensure the successful implementation of the new rule. Guidance and support will be provided to facilitate this transition. Clubs participating in the current IFAB trial can continue voluntarily for the U10-U12 age groups next season ahead of the full implementation.
